The RBI Complaint Management System is a single web-based platform hosted at cms.rbi.org.in. It lets any customer file, upload evidence, and track grievances against every RBI-regulated entity — banks, NBFCs, ARCs, credit information companies and payment system operators. Can I file a CMS complaint without first complaining to my bank?
No. Clause 10(1) of the RB-IOS 2026 makes it mandatory to first complain to the regulated entity in writing and either receive an unsatisfactory reply or wait 30 days without a reply. Complaints filed on CMS without this pre-step are rejected as 'Not Maintainable' by the Centralised Receipt and Processing Centre at Chandigarh.
How do I track my CMS complaint status?
Go to cms.rbi.org.in, click 'Track your Complaint', enter your Complaint Registration Number and registered mobile, and view real-time status — Received, Under Process, Additional Information Sought, Closed — Resolved, Closed — Not Maintainable, or Award Issued. You will also receive SMS and email updates at each stage.
What happens after the Ombudsman issues an Award?
If the Award is in your favour, you must send a written acceptance to the Ombudsman within 30 days. Once accepted, the regulated entity is legally bound to implement the Award within 30 days of receiving your acceptance and must confirm compliance to the Ombudsman. Non-compliance triggers penal action under Section 35A of the Banking Regulation Act, 1949.
Can I appeal against a CMS decision?
Yes. If the Award is rejected or you are dissatisfied, you can file an appeal within 30 days of receipt of the Award / rejection order to the Appellate Authority, who is the Executive Director-in-Charge of the RBI Consumer Education and Protection Department (CEPD). No fee is charged for the appeal.
